Learning & Skills: Statistics indicate that the existing regime of a Learning Skills Council (LSC) with regional and local structures has not risen to the problems thus far and is not equipped with the focus to do so in the future. An approach is needed which is tailor-made for London and the once-in-a-generation opportunities that lie ahead. The MCB has indicated support for Option 4 – major structural change with the devolution of current LSC powers to the Mayor offers the best way forward.
Housing: The MCB believes that the current arrangement of Regional Housing Boards (RHBs) has not provided adequate solutions to pressing needs and gaps in delivery. The focus of the RHBs is most likely on the majority middle class constituency, rather than the harder-to-reach sections of society. The MCB has supported Option B – transfer of responsibilities of the London Housing Board to the Mayor, together with control on the Regional Housing Pot.
Health: The MCB has outlined its vision of 'Healthy Living Centres' in mosques that are accessible to men and women for health advice and health screening. It has also conveyed its concerns for the health of refugees.
