The forthcoming Annual General Meeting (AGM) of the MCB will be on Saturday 28th January 2023 at the London Muslim Centre, Whitechapel.
It will be an election AGM, where the delegates (nominated by affiliates) will elect a Secretary General (SG) and Deputy Secretary General (DSG) for 2023-2025.
In due course, affiliates will be receiving an on-line link to register their delegates. Ballot papers and the voting process will also be on-line.
Call For Candidates
A ‘CALL FOR CANDIDATES’ seeking to stand for the SG and DSG positions is now taking place. Persons interested should notify the Election Commissioner by 3rd December 2022 by email at [email protected]
By this date, each prospective candidate should also provide with:
(i) Proof of British citizenship or indefinite leave of stay
(ii) A supporting letter from the President & Secretary of the MCB affiliate confirming the individual’s membership
(iii) A ‘manifesto’ of up to 750 words outlining their experience of service in Muslim community institutions, why they consider themselves suitable for the position of SG (or DSG) and their assessment of the challenges facing Muslims in Britain.
Candidates eligible to stand including their respective manifestos will be published on the MCB website by 14th December 2022.
Candidates must also be an MCB affiliate’s delegate to the 2023 AGM and should have been nominated to the NC for election as a nationally elected member. The elected SG and DSG will automatically be members of the NC.

How to join?
- For MCB Affiliate Organisations – To nominate the named person(s) (Delegate(s)) to represent your organisation and cast a vote at the AGM, please complete the Delegate Registration form you should have received by email, by 8pm on 20th December 2022. If you did not receive this/cannot find it, or for any technical issues, please email [email protected]
- For Non-MCB Affiliates (or Affiliates wishing to bring more attendees as observers) – An Observer Registration will be available by mid January 2022.
1. What are the safeguards to ensure privacy and confidentiality?
The data capture software and online voting platform selected is GDPR compliant. All matters relating to voting choices and counts are confidential to the Election Commissioner, Khalid Sofi, and a team within the MCB office. Any external technical consultants involved are required to sign a non-disclosure agreement. No one standing for the election will have a role in the counting process.
2. Who can stand for the posts of Secretary General and Deputy Secretary General?
Anyone who has been nominated as a delegate by an affiliate can stand for the position of Secretary General (SG) and Deputy Secretary General (DSG). The candidates are elected for a 2-year term and an individual can only hold these positions for 2 consecutive terms. The person who may have completed two consecutive terms cannot stand for a third consecutive term.
The candidates must also fulfil other conditions set by MCB constitution and standing orders. The details were provided in the ‘Call for candidates’ notice circulated to affiliates in October 2020 via email and published on the MCB website. 3. Is campaigning allowed?
Yes, while preserving an ethos of mutual respect and cordiality. The MCB office does not provide candidates with delegates’ contact details or help with any canvassing.
4. What are the key dates?
The schedule set by the Election Commissioner is as follows, in adherence to the MCB’s Standing Orders as closely as possible:

6. How does the voting process work?
MCB members are its affiliates. Each affiliate appoints delegates to participate and vote in the annual general meetings. Each delegate can make the following selections:
- for Secretary General
- for Deputy Secretary General
- for National Council

- Select up to 6 women from the women-only list
- Select up to 23 from the general list of all men and women, which can also include any woman not already selected in the women-only list. At least 1 of these selections must be of a candidate in the same zone as the delegate’s. [Information will be displayed for guidance]

7. Who are the MCB’s office bearers?
- Secretary General (SG) and Deputy Secretary General (DSG) – elected by direct vote of delegates
- Three Assistant Secretary Generals (ASGs) & Treasurer and Assistant Treasurer – appointed at the first National Council meeting or subsequently, by recommendation of the Secretary General and with approval of the National Council.
Note: The MCB Constitution and Standing Orders also make provision for appointment of an Assistant Treasurer, who should be a qualified accountant.
8. Composition & role of the National Council
The National Council is the decision-making body of the MCB when the AGM is not in session, and it meets quarterly. The office bearers are accountable to the National Council. It comprises the SG, DSG, 28 nationally elected members (including a minimum of 6 women), 12 zonally elected members, and directly nominated members – one each from affiliates in the national and regional affiliate type category. There can also be a number of co-opted members. To preserve the democratic principle, the number of directly nominated plus co-opted members must not exceed the elected members.
9. Zonally elected members of the National Council
The MCB comprises 12 geographical regions: 9 in England, and Wales, Scotland and Northern Ireland. Zonally elected members ensure geographical representation in its decision-making.
The Zonally elected members’ responsibilities include engagement with affiliates, new membership, informing the MCB of local concerns and disseminating information.
Each affiliate is assigned to a zone based on its postcode. In the case of affiliates in the national and regional category, this is the postcode of its head office. The ‘List of approved delegates’ will indicate each delegate’s zone code.
In past face-to-face election AGMs, each delegate has been provided a zonal ballot sheet applicable to his or her zone. This ensured that a delegate only voted for those candidates in his or her zone. To reduce complexity of the online voting platform, it has been decided not to program this into the system. Instead, when casting their votes for the National Council members, each delegate will be prompted by a message to select at least one candidate in their zone.
The zonally elected National Council members will be the one obtaining the most votes in her/her zone, if not already elected to the National Council as a result of the preceding selections.
10. Can observers attend?
Yes. Registration details will be announced on the MCB website www.mcb.org.uk on 10 January, for the online Hustings (24 January) and AGM (31 January) events.
11. What happens if an affiliate or delegate does not have an email or internet access?
Affiliate’s delegates eligible to participate but digitally excluded should email [email protected]
MCB FAQ for Voting Procedure Monday 25th – Wednesday 27th January 2021:
1. How do I vote?
In order to make the process as simple as possible to vote in the upcoming MCB AGM on Monday Jan 25th– Wednesday Jan 27th you are only required to:
a. Navigate to the voting website www.mi-vote.com and,
b. Enter your UVC (which has been emailed to your registered delegate email)
2. What do I do if I can’t find my email?
Please check your spam folder in the first instance and then your deleted folder in case of an accidental deletion. In the past users on Hotmail and Yahoo have experienced a higher number of issues than others.
3. What do I do if log in doesn’t work?
You are able to vote with any web enabled device but please ensure you have privacy and a good data connection. However, to ensure a successful and easy vote please make note of the following common issues that may occur.
- If entering your UVC manually please be careful between similar numbers and letters e.g. 0 not O and 1 not i
- If you copy and paste the UVC please be careful to not copy any spaces before or after the UVC
- If you are unable to complete your vote in one sitting you can close your window and resume when you next log in but please ensure you have completed your vote before the deadline. There is likely to be a last-minute rush so to ensure your vote is successfully counted please do so in good time
- When you receive your log-in please try and enter the system at the beginning of the event to ensure you have no issues, if you require assistance there is a support button on the site or you can email admin@mcb.org.uk
4. What is deadline to vote?
The deadline for voting is latest by Wednesday 27th January 2021, midnight.
5. Is there any extension to the deadline?
In order to allow a fair and open process there can be no extension whatsoever beyond the deadline of Wednesday 27th January 2021, midnight. So please plan your voting well ahead of time.
