The Muslim Council of Britain has submitted evidence to the Civil Contingencies Act 2004 Review by the government, our recommendations are outlined in detail below with input from voluntary sector organisations who respond to emergencies and work on building resilience.

The Muslim Council of Britain highlights that the competency framework for resilience professionals should include community engagement, cultural competence, equality impact assessment and working with faith communities as core competencies, not
optional extras. Minimum staffing for each LRF should include a dedicated Faith and Community Sector Liaison.

Training and exercising requirements should specify Voluntary Community Faith Services participation, and career pathways should allow movement between statutory and VCFS resilience roles. Shared services at regional or national level could provide translated warning materials, culturally competent planning templates – for example on mass-fatality and burial arrangements – and a national register of trained faith resilience leads that LRFs can draw on. With stronger coordination across the sector and authorities including faith based community organisations early in the response to emergencies, needs of our communities will be better met.
